We receive tons of complaints about Payless (yes they really are that bad) and we do everything in our power to push people to alternate companies. That said, as you've found, because they are so crappy and have such a bad reputation, they have to offer extremely competitive rates in order to attract business. If you're very careful to review your rental contract *before* you leave the counter, then odds are you should be OK. I will also state that we've never had a complaint about Payless in YUL, so there's a data point for you.
