My understanding is that the stay only impacts travelers already in the US (and just says that they can't be deported), and not people with reservations to travel to or through the US. But I have yet to find an actual copy of the order, so I'm just going by media accounts.
Correct. Very limited application. The stay basically covers about 100 people with visas and green cards who were caught in transit. Most have been cleared, some are still being detained, and none have been reported to have been deported. Since affected individuals are not being allowed to board in the departing country, this will work itself out in a few days. DHS this morning said 325,000 foreigners entered the US since Friday and only 109 were affected by this order. The order is in full force and has been implemented by DHS.
