Hopefully it is just misunderstood that the bags were checked to ORD. Write back highlighting this and that they were never checked through to BA
Hi guys, I thought I would just update this post so there is a final resolution on it.

I emailed American Airlines and explained the position again and told them I felt it was their responsibility to pay the compensation / reimbursement claim, rather than BA. I didn't get a reply to the email, so about 10 days later I called them and asked for an update. The person on the phone then read my email and referred it for re-examination. On the next day I got a call to say that American Airlines had authorized the baggage delay / reimbursement of purchased items for the full amount I had requested ($1200).

I received the cheque yesterday and have already banked it. YAY!
