As simple as this: It is common sense.
You won't inform people about snow outside, about most dishes containing pork, about most TV stations broadcasting in German and about coffee being hot.
There is neither a rule nor a norm nor a statute in between these silly European rules that a hotel shall educate about information well in the public domain. If one follows such approach we will have US problems that a business needs to inform about coffee being hot or about not putting pets in a microwave. We believe in the wisdom of the individual person getting informed him/herself.
And this question I quoted was not your original question but you started a long complaint about decency and other issues showing your real issue.
