I really think you should cool your jets about this.
I think there are reasonable expectations. Funny you mention it but heating didn't work in two of three of my rooms.
I just believe it would require very little effort to inform guests of this, especially if the hotel supports it. It would be a wise business decision. I can't imagine where it would cause any harm.
