I know that sometimes the smallest things can get people riled up disproportionately, and this does seem to be one of those things - it would annoy me too. However, since the HR is not even remotely comparable to the IC, personally I would just pay the $50 and forget about it, and certainly wouldn't let it spoil my time there.
