Mrtravel28, I think you're still not getting it. Look at it from a different perspective; (using your terminology) to locals you are violating basic decency by walking around the sauna or steam area with your clothes on.
I was recently at the Grand Hyatt (US chain, lots of Americans there) in Berlin (where I stay often). The pool and spa area is on the top floor. The layout is such that the male and female changing rooms are separate, but lead to the joint 'wet' area, with a steam room, ice bath, ice waterfall shower, regular showers, and a relaxation room with a view over the city. You are expected to use all of those facilities in the nude (with towels to sit/lie on, obviously). There is no sign anywhere. Men and women walk around nude. There are dangly bits, furry triangles (and some not so furry), and, of course, breasts. No one is checking anyone else out, and to my knowledge, there has been no major complaints to the manager or the CEO of Hyatt about this.
