Hi, I'm transferring from an intra-Europe BA flight landing at T3

I've done the same connection a few times. Yes, BA will tag your bags through since it's all a single ticket. When you land at T3 just follow the purple "flight connections" signs downstairs and take the transfer bus to T4.
Not sure about Fast Track, but the 2 or 3 times I've connected at T4 it wasn't necessary. There's far fewer connections at T4 than say T5 or T3, so the transfer security has always been quick. It shouldn't take more than 30 mins from the time you deplane at T3 to the lounge at T4. And yes, the EY lounge is your only option, but it's very nice.
