Can MVPG can no longer get free exit row on the aircraft that aren't configured with PE? Thus, no extra legroom seats at booking at all now - even exit row is an upgrade?

I just did a dummy booking on a 739 on a T fare and its not charging for exit row or bulkhead for MVPG. Flight is in April if that makes a difference.
