I've been out of the loop last month or so since a lot of the PE/PC changes.

Booking a flight today, there was no PE cabin. Bulkhead rows and both exit rows were designated as extra legroom and had a cost associated with them as opposed to the regular (no extra legroom) elite seats.

Can MVPG can no longer get free exit row on the aircraft that aren't configured with PE? Thus, no extra legroom seats at booking at all now - even exit row is an upgrade?
