I recall 3 years ago buying domestic Australia tickets via the US Expedia and the 24 hour rule applied. It would not have applied if I had purchased directly from Qantas or Virgin Australia (forgot who I flew with).

The PDF linked here: https://www.transportation.gov/airco...ur-reservation implies that it applies to any ticket that is marketed in the US.
