Does the '24 hour cancellation' rule apply to foreign airlines on flights to the USA?

I am curious if anyone knows if the '24 hour cancellation' rule applies in this case:

- Icelandair: one-way ticket from Germany to USA

The agent I spoke to said it did not, because it was a flight to the USA. I have never heard of this, but I don't know the details of the policy. She was able to make a change to the reservation for no fee, but she made it seem like a favor and not actual policy. I was ultimately able to get what I wanted, but I am curious for future flights.
