That's assuming each person A1 to A19 is saving a seat (and it assumes A1 to A15 are all taken which they often are not). I'll go out on a limb here and suggest most of the people who are flying on "business" are flying solo and aren't saving anyone a seat.
I've had A20 a few times (or thereabouts) and have been the seventh or eighth person to board the plane.
