Build quality is a common issue in Thailand. The Westin has light switches with the English instructions (On/Off) upside down, tiles falling off etc etc
I agree it's a common sight in Thailand, but I've also been to many resorts where it is not an issue - also in Phuket. Hilton Arcadia and Crowne Plaza Panwa from chain resorts come to mind, where I don't remember witnessing such bad quality. Wear and tear are a different issue, in my opinion.
