Has anyone else heard about this?

I've just got off the phone with BA reservations in the US to book a CE ticket MAN/DUS. Obviously I can't do this over the internet as I want to pay with a US registered card. But now I've been told that I'm being slapped with a "rush handling fee" of $15 for them to "issue" the electronic ticket within 15 business days. What exactly are they rushing?!

I know it's not much compared to the price of the ticket itself, but still....
