So you must pay the change fee and the difference in fare. They cannot upfare if the ticket is not changeable. When you say US benefit, do you mean for US-based carriers, or for tickets purchased in?
And all these fees and change eligibility should be directly in the ticketing rules correct?
So would this make sense:
1) Find PEY routing I want and confirm price
2) Now take exact same flights and price out in whatever economy bucket it defaults to (looks like N)
3) Verify in rules if it can be changed
4) If so, I should be able to call in to CK and pay difference + change fee.
