I have found no rules on the T&C that claim a minimum charge to be eligible to accrue Accor points.
Accor IT systems seem to need a EUR 10 spend per night for the system to accept inserting a one-night accrual and respective points in member's account.
Accor's missing point website are just a messenger to forward that claim back/forth to the hotel.
Per your description Grand Mercure Shenzhen Oriental Ginza is handling this issue very poorly; Hopefully on your end you should also review your site on TripAdvisor claiming all the facts. These hotels take TripAdvisor reviews rather seriously.
I would suggest you asking the hotel, eventually escalating the issue to the General Manager of the property. If points are not posted then send an e-mail to Accor with your evidences of having stayed, GM in the loop and points not posting - asking for this mail to be escalated within Accor (and not back/forth to the property, obviously).
