Yes, all of the published rules and guidelines from CBSA on this matter say that passport updates should me made in GOES, and that in-person visits to the CBSA office for this purpose are not required. So obviously it's supposed to be working.

What privacy regs? There aren't any in this case. We apply in GOES, and CBSA gets all of that information. CBSA's official word is that we're supposed to use GOES for passport updates too, but front line officers tell us that that doesn't work. The only explanation that makes sense to me is that US CBP's IT department has failed to flip some digital switch that pushes passport updates through to CBSA. Until it's fixed (or until CBSA gives up on CBP fixing it and changes the official guidelines) there's going to be a discrepancy between what CBSA says we should be doing and what we actually have to do.
