My friend is a HK citizen and is traveling to Canada via Seattle on Delta. We didn`t even think that citizens of civilized country, such as HK would need to get a visa to transit the US, but it looks like it might be a case (called Delta, didn`t get a clear answer).

Yes he requires a US transit visa. Not going to get it this quickly most likely.
The passenger is responsible for having all required documents. All options on DL require going through the US. Thus even if willing to pay to rebook, there's no options on DL to get him to Canada.
While they issue their own passports, they're part of China. Thus for the most part the same restrictions on travel to other countries apply.
