That's going to be a sticking point. I looked at a few random samples of one-ways and round-trips and if you start with JFK-DCA nonstops they all say
TRAVEL MUST BE NONSTOP OR DIRECT
it is ambiguous whether SDC must follow fare rules or not (there is usually a conflict of wording between the SDC T&C and fare rules). In practice it depends on the agent.
If you do a search for JFK to DCA etc. it presents options connecting in, for example, DTW, but they are broken fares.
