Leave the empty J seats empty for everyone until Y is 100% full or fill them with everyone who has status (SE/E/P) then with employees and I think that there would be a lot less hostility on the subject.

Well B747 dinged me for saying that! But I agree nothing upsets customers more than employees up front.
