Yes, but if you bothered to read the helpful feedback you were given in the UA forum when all of this was unfolding, you know that Air China does this to ALL of its partners (and blaming UA was merely an everyday deflection technique employed by CA), and your brother was totally remiss for not validating all of his segments prior to departure (Frequent Flyer 101 type of stuff). It's really very childish of you to still be placing all the blame on UA, when it should be divided between CA and your brother (and maybe you could take some on yourself, as I believe you had a role in how he came to be on that flight).

Nor did I have any hand in him choosing his flights and routing at all.
Sorry dude, your assumptions are incorrect.
It's a United Award ticket. If something like this keeps happening with this one partner then UA should take some responsibility and take some corrective action as it is UA's customer base who is affected by this BS.
