Yes it does! I would still go with EVA...and not just for the Rimowa amenity kit and the champagne...okay, maybe. Plus, TPE is an easy airport to transit, EVA ground staff there are tops, and IMO, the spacious EVA lounges there are better than the ANA counterparts in Japan.
