Its certainly happened to me at check-in in JNB for a flight to CPT. My hand baggage was weighed and was found to be over the limit. I was told I could either check it in (not possible because of the contents) or leave it behind. I offered to purchase another piece of luggage to take on-board, which was accepted. Doc Copper.
