5/24 did not go into effect all at once. It took about a year after it went into effect for personal UR cards before it went into effect for business UR cards and many (but not all) partner UR cards. So
for a year after 5/24 went into effect for CSP, etc,
anyone could still apply for the Marriott Premier personal card while 6/24 or above.
So without specific dates attached to your datapoints, your datapoints are not as useful as you may have thought.
