I think the CRS continues to assume that the MCT is 1 hour, not 3. When the sked change was made, the CRS would otherwise have triggered a warning to the next agent who views the PNR that there is a misconnect. Since it didn't, it's reasonable to conclude that the revised itinerary was still considered as legal. This error might be global and not limited to UA, since the information, which is available in EF, is shared by all airlines.
Am I sure? I'd certainly appreciate a second opinion. My understanding is that the most-specific rule would apply. I posted the entire result from EF -- searching I-I, from UA to HO -- earlier in the thread, so I won't repost it here, but these are the choices I see that might be applicable:
Standard offline I/I connection: 1 hour, except..
**-** II TRM 2 - 2: 2 hours, except...
**-HO II TRM 2 - 2: 3 hours
The only codings for UA are suppression rules for travel to/from North Korea and Syria (connections with UA flights to/from those countries are not allowed).
So, that leads me to believe that the correct value is 3 hours. However, I'm certainly willing to be corrected by a more knowledgeable person.
