Can the passenger complain to DOT that she was rebooked by UA without her permission away from a flight which was not cancelled? To add to the complaint, the new itinerary violated MCT and resulted in the 20 hour delay. If you purchase a flights with a four hour connection from UA, they shouldn't arbitrarily rebook you onto some other flight, especially if the result is a tight or illegal connection.
