i could understand if it was maybe an older plane and they refit the rows or something, but this looked pretty new.

UA has standardized on narrowbody row 7 being the coach bulkhead, and rows 20-21 being the emergency exit rows.

This? You were on an A319, most delivered 1997-2006. So not very new.
