Hm... just any airport in Europe? Or any small country, for that matter?

The US is quite unique in having to clear customs (and immigration) for any flight regardless of destination. Most other places you clear immigration only for domestic transfers.

Many airports in Europe (and the rest of the world) *expect* pax to be arriving internationally, so you end up picking up your luggage and clearing customs as your destination airport, international or domestic.
