I flex MEX - HAV on Aero Mexico ~2 years ago with a good bunch of fly fishing equipment on me ($800 rods, reels, cameras, etc) and had no problems with customs in HAV. But, I've often found that your customs experience in much of the world is as good/bad as the individual you happened to deal with that day...
