That is not what AA has officially said, which is that, if you are departing in international F on a 3 or 4-class of service aircraft, you are entitled to use Flagship Check-In.

Flagship Check-In only applies if you are departing on an AA flight at the airport where it is located. This is because AA uses Sabre for their check-in system.

Always Flying, don't forget Flagship Check-In is AA's Check-In Area.
If CX isn't using AA as its ground handling, it has no obligation to offer its check-in area to AA especially on CX only/No AA segments itinerary.
