Flights to/from India have a significantly higher percentage of wheelchair requests per capita than flights to pretty much any other region. That's just a fact (and airlines/airports study these things in great detail for resource planning and allocation). Whether this is indicative of abuse or just a different passenger demographic is up for debate.

One thing to note though is that the proportion of mobility assistance requests that originate with travel agency bookings versus direct channel bookings is also significantly higher. Indeed, any SSRs tend to originate at least double the rate from TA bookings (including SPMLs). This is a worldwide phenomenon though, not just India - but India tends to generate a much higher proportion of TA bookings than most Western markets.
