Dubai likely uses online PIN as it's a newer chip market. Supporting online PIN may require sending the terminal back for encryption key loading, which could cost merchants money to do so if they're not leasing the terminals or on some service plan. I suppose offline PIN could be supported through a software update if they wanted though.
