I believe local cards are PIN preferring. Interestingly at the hotel, the authorization for incidentals requires a PIN, but I could see them preferring an actual signature on file for large final amounts. The transit card was a bit awkward, but the clerk didn't seem fazed at all by the signature having a ready pen so it may be that they prefer it that way.
