For both them and the United Nations I had to add the card to my phone via a telephone call, unlike the SMS messages from commercial banks. I had wanted my UN card in Samsung Pay, but it ended up in Android Pay instead, not worth another call about it.
I used the FirstTech card four times in Dubai with mixed results: at a restaurant and a bookstore it went through as a PIN card; buying a transit card from a clerk resulted in a signature slip, as did checking out of my hotel (I assume those merchants were set up that way). It did require a signature at Best Buy vis Samsung Pay for an $800 computer, which was explained earlier in this thread.
Kinda curious to find out whether cards issued to Dubai residents are PIN preferring or not. Sounds like PIN isn't mandatory at the terminal level.
