This may have been true a few years ago, but not anymore. VISA requires ODA on all contactless cards in Canada (and everywhere except the US) since Oct 2015. Canadian VISA cards in Apple Pay also support it, and work on TfL. Same with recently issued MasterCards in the past couple of years.
