And yes, they are on most airlines. A lot still doesn't and treat it like a chock every time 250kg cannot fit in a single economy seat. Most people understand the need for an additional seat.
On Standby I believe most of it is still unofficial until the airline determines it is actually official. We can be told it's looking good, or unless someone else shows up, it is out seat, etc. I do not believe this is 'given a seat' until the door closes....he still had his original flight.
