Bolding mine. Too many bags on board = not safe = you must check it in, tough luck.
It would behoove more passengers and members to recall the conditions to which they chose to agree upon booking, such as this and the non-guaranteed nature of the secondary bag's accommodation on board.

What does seem tiresome is the seeming selection basis for passengers to have their items gate-checked, insofar as that basis seems to be skewed towards those perceived as unlikely to make a fuss rather than those being the most egregious. And yet, I have every sympathy for gate agents for whom getting through their working day without suffering verbal abuse from overentitled passengers should not be a nice to have.
