If you were given a seat on the plane and denied boarding because they didn't have a seat for you, isn't that an IDB?

And yes, they are on most airlines. A lot still doesn't and treat it like a chock every time 250kg cannot fit in a single economy seat. Most people understand the need for an additional seat.
