Yes, but you don't
have to upgrade to W first. You can go straight from Y to J if you want. This is in direct contrast with (eg) AF. Two certs are only required if you already received a confirmed Y->W upgrade and then decide you want to go from W->J.
(Mostly this would be a waste of certs, but I could imagine some edge cases where it'd be useful. eg: Your certs are going to expire anyway, and WU is available but not OU, so you burn one to confirm Y to W, then waitlist the other for J.)

I'm not arguing they won't do that at some point. I am arguing this bug is not an intentional foreshadowing if such a change.
