As far as I recall, besides the ATMs mentioned by Eastbay (are they HSBC or Citi? I can't remember), there's a Banco Nación machine off the alleyway that connects Terminals A and B.

Plastic wrapping? Meh. I've seen people do it, I never did it myself. I fly four or five times a year out of EZE and never had anything stolen from my bag.
