I would be surprised it there wasn't anything in the new part (Terminal B) - the nice new concourse, and if there is, I've walked by it many times, but too eager to get to a lounge to notice, as very few people are eager to get AR$ on the way out of the country. They're all in the same airside area. The very low numbers are A (and you'll recognize the terminal decrepitness, the numbers starting at 8 or 9 are B.
As far as I recall, besides the ATMs mentioned by Eastbay (are they HSBC or Citi? I can't remember), there's a Banco Nación machine off the alleyway that connects Terminals A and B.

Is it worth plastic wrapping luggage on the way back? I came in 2006 with my family and didn't have any theft out of 4 bags but seems like the situation has deteriorated since then.
Plastic wrapping? Meh. I've seen people do it, I never did it myself. I fly four or five times a year out of EZE and never had anything stolen from my bag.
