You don't need to speak Vietnamese to use voice calls, if you would like to e.g. call your hotel, or call a restaurant to book a table, or be in touch with a local travel agent who arranges you transport/tours etc. they are all likely to speak good enough English
You can obviously use skype etc. over the data package you have to achieve that though.
And of course, if you might need to accept incoming calls from family/work then it is a no brainer to go for a SIM that have a number, yes it may cost more, but we are still talking about ~10$ or even less
