As for fees, all that is required is flying in the same cabin as the children. No need to be on the same PNR. The checkin agent will simply override the system and check them in as long as the accompanying adult is with them.

I just tried a dummy booking on delta.com. After selecting the flight, the moment you enter a birth year that indicates the traveler is a minor (I tried 15 years old), this warning text appears on the page, but you can continue booking (for 15-17 year-olds):
MINORS FLYING ALONE
Tickets purchased for unaccompanied minors between the ages of 15 and 17 who require travel assistance are not
available for purchase online. To complete this ticket purchase, contact Delta Reservations at 1-800-325-8847.

If this minor does not require assistance, click Continue below. Should you change your mind, you may
always add unaccompanied minor service by calling Delta Reservations.

If you try to book a ticket on delta.com for someone under 15, this is the warning text I get, and you can't continue:
