The agents get confused between QF rules and *O rules.
Qantas have their own access regime for people travelling on QF flight numbers and obtaining lounge entry via their QF marketed flight where "travelling on the same flight" can be a requirement for guests.
If using *O entitlements, then the rule as you quote should override Qantas' rules.
