Well the 2017 credit starts the day after the Dec 2016 statement end day. So if the Dec statement ends at Dec 19, everything charged from Dec 20, 2016 would apply to the 2017 $300 credit. That's why some people have already spent all their 2017 credit before 2017. Are you sure you didn't spend your 2017 credit in 2016? Some people got confused about the calendar year and didn't spend their 2016 credit. You could check it under your UR link if you click on it on your account to see how much of your $300 you have spent.

So far I only used $2 on the 2017 credit on parking meter.

No, it's on a 12 statement year January - December. 2017 started on the date that your December statement closed. If your closing date was early in the month you could have easily used it in December.
