Now that's an interesting (and worrying) data point.
It would seem logical that re-qualification should run over the 12 months leading up to everyone's current membership expiration date. However some may be expecting to move up a tier at an intermediate point based on Tier point collected since the new programme launched. Zeroing out Tier points at T-12 months could well prevent this without warning.
