Has AC ever provided a reasonable explanation why these coupons can't be applied after a booking has been made?

On a couple occasions now, I didn't apply a coupon at booking because I intended to request an upgrade later. But then I changed my mind and decided to stay in Y. At that point, it would have been nice if I could've put these coupons to use.
