I checked. I'm mistaken on that one. Post corrected.

Wow...now I get how the Indian got the HK DL...

- use the Indian passport in lieu of HKID
--- have it couriered to HK for a few days

- fake some HK address proof (how hard is that) (very disappointed TD does not check the applicant has never been physically present in HK...)

- appoint some local to be authorised person


The only "illegality" is the address proof.

These rules are excessively loose...no wonder the DVLA stopped verifying HK DL
