If all Basic Economy is Zone 99 then it would be easy to enforce -- anybody at that point cannot have bags too big to fit under the seat. If you are a late boarder with a regular fare it is just a matter of the GA checking your boarding pass.

The loophole is that Medallions with Basic Economy would board earlier and would skip this check -- but maybe not a bad thing anyway.
