How does that work exactly with the complimentary upgrades offered through these programs? If I book a room, does the complimentary upgrade get me a nicer room that I can then get a suite (perhaps better based on the room?) upgrade or get an even better room with a room upgrade cert?
The "complimentary upgrade (based on availability)" typically entitles you to a one-category upgrade, though some hotels are (much) more generous at times.
The "comp. upgrade (based on availability)" benefit is stackable with the room/suite upgrade certs.
E.g.
book Fairmont room
-> use room upgrade cert to upgrade to a Deluxe room
-> you may get an upgrade to the next room category (e.g. Signature room) at check-in
or
book Fairmont room
-> use suite upgrade cert to upgrade to a Junior Suite
-> you may get an upgrade to a one-bedroom suite at check-in
